Henry Fowler

Henry Fowler was born on September 5, 1908, in Roanoke, Virginia. After graduating from Roanoke College in 1929, he obtained a doctorate in law from Yale University in 1933. From 1934 to 1939, Fowler worked as counsel for the Tennessee Valley Authority, and served in various government administrative posts during World War II. From the late 1940s to the 1950s, he went back and forth between a private legal practice and government administrative positions.

In 1965, President Johnson appointed Fowler Secretary of the Treasury, in which capacity he worked to strengthen the dollar despite the unfavorable balance of payments. In December 1968, he resigned from the Cabinet to join a New York City investment banking firm.
